The cutlass bearings are for the most part constructed of a brass or fiberglass tube on the outside and rubber with grooves on the inside, (the part that the shaft rides on) the grooves are what allows water in around the shaft for lubrication.
Some newer boats are equipped with a shaft system that uses a tube and regular bearings that ride in oil.
